THE MAP PROGRAM

The MAP Program is PATH’s flagship offering — a full-scale, in-person organizational culture-reset intervention purpose-built for OPOs navigating the CMS performance, tier, and DSA environment.

MAP addresses the organizational factors that can influence performance during certification pressure, Tier 2 DSA competition, mergers, organizational transitions, and periods of heightened CMS scrutiny.

MAP is a multi-day, multi-department intervention that transforms how your organization communicates, collaborates, and interacts with families, hospitals, and each other.

MAP Program Components

1

Documentation for CMS Corrective Action Plans

MAP generates comprehensive documentation of the organizational improvement process — including leadership alignment, culture intervention, communication improvement, staff engagement, and measurable improvement strategies.

These materials can support your OPO’s Corrective Action Plan (CAP) and provide evidence of the actions your organization has taken to address identified performance challenges. PATH does not submit documentation to CMS; your OPO retains full responsibility for its CMS submission.

2

Leadership Alignment Sessions

Your leaders set the tone. MAP begins by aligning executive, clinical, and operational leadership around expectations, communication standards, and cultural behaviors.

3

Full-Staff Culture Reset

MAP engages every department, not just clinical staff. Culture is an organizational system — and MAP strengthens every part of it.

4

In-Person Facilitation

PATH delivers MAP onsite, face-to-face, with your entire team. This is not virtual training. This is not a webinar. This is a full-scale intervention.

5

Partnership Development

MAP improves how your people interact with each other, with hospital partners, donor families, and external stakeholders.

Why MAP Works

MAP is built on three pillars.

Mindset

Every employee influences the donor experience. MAP helps staff understand how individual mindset, behavior, and communication contribute to organizational performance.

Alignment

OPO performance depends on departments working toward the same goals. MAP identifies organizational silos and creates greater alignment across leadership, clinical, and operational teams.

Partnership

Strong internal relationships create the foundation for strong external relationships. MAP strengthens trust, communication, psychological safety, and collaboration across the organization and with key partners.

Program Structure

Operationally Feasible for 24/7 OPO Environments
MAP is designed for full‑staff participation without disrupting 24/7 operations. Each cohort includes no more than 20 participants and is intentionally structured as a cross‑department group to maintain continuous coverage.

Most OPOs complete MAP in one week, with five cohorts up to 20 staff members. Larger organizations may choose to spread cohorts across two weeks for scheduling flexibility.

This structure ensures:
uninterrupted referral and clinical operations
balanced staffing across all shifts
cross‑department collaboration during training
full participation without operational strain

Expected Outcomes

• Improved organizational culture and psychological safety for all staff members.

• Enhanced internal communication and multi-departmental collaboration standards.

• Full alignment between executive, clinical, and operational leadership behaviors.

• Stronger external trust and partnership outcomes with hospitals and donor families.

• Improved authorization performance aligned with CMS performance expectations

Return on Investment (ROI)

Confidentiality & Psychological Safety: PATH protects all internal discussions, culture insights, and leadership feedback with strict confidentiality. Cohort conversations are professionally facilitated to prevent venting sessions and keep dialogue constructive, forward‑moving, and aligned with organizational goals. No internal challenges, staff comments, or leadership strategy are ever shared outside the engagement.

MAP is a strategic investment in strengthening the organizational factors that support your OPO’s certification, performance, and long-term DSA position. The cost of intervention is small compared with the potential financial and operational consequences of losing a Designated Service Area. MAP gives executive directors a clear, defensible budget narrative for board approval by framing the program as an investment in safeguarding DSA status, stabilizing culture, and strengthening long‑term authorization performance.
